The stormward settlement
Nagiri occupies Tamakari's exposed eastern approaches, where reefs, fog banks and sudden storms make local pilots indispensable. Beacon towers are maintained by hereditary crews, but rescue duty belongs to the whole settlement. A household that ignores a distress bell loses standing, however wealthy or well connected it may be.
Pilots before lords
Warrior houses formally govern Nagiri, yet pilots and beacon keepers possess unusual authority because they decide when channels are safe. Their tide books preserve generations of observation. The arrangement creates tension whenever military urgency conflicts with local judgement, particularly during the storm season or when an unidentified vessel approaches the islands.
Secrets brought ashore
Wreckage reaches Nagiri before officials elsewhere in Tamakari know a ship has been lost. Salvaged cargo can include weapons, devotional objects or Essan material whose danger is not immediately understood. Myak infiltrators would value the confusion after a storm, so shore patrols search both the wreck line and the homes of anyone who arrived too quickly.
