A broad rainforest and river realm reaching from mountain watersheds to the Jade Sea. Its wealth and power follow the rivers, making water control both a public duty and a political weapon.

Northern settlement

Nurleth

A northern river city used for negotiations with neighbouring states. Its archives contain agreements that different courts interpret in incompatible ways.

The treaty city

Nurleth grew on Vaar-Kashai's northern approaches, where river law meets overland border custom. Its archive houses preserve toll agreements, flood obligations and safe-passage guarantees. Foreign envoys often arrive here before travelling deeper into the League.

Government by remembered wording

Nurleth's jurists hold influence because small differences in an old agreement can move a boundary or change a season's water allocation. Rival courts fund competing translations, and public readings can draw crowds. A forged seal is treated as an attack on the city itself.

The danger in the archive

Myak infiltration is more likely to target a clerk or conservator than a soldier. Altered maps, missing annexes and deliberately mistranslated river names could open routes to an Essan site while appearing to be routine legal confusion. The archive guard therefore includes historians as well as armed wardens.

Terrain

Rainforest, river plains, flooded forest, high green ridges, mountain springs, wetlands and a humid eastern coast.

Government

The League of Nine Rivers sends delegates to the Rain Crown. River cities retain wide autonomy but must share flood work, navigation law and defence.

Military

Shallow-draft river craft, spear infantry, jungle scouts, engineers and fast coastal squadrons. Control of crossings matters more than holding open ground.

Essan knowledge

High practical knowledge around water, healing springs, living root systems and flood control. The best river engineers can recognise when a waterway behaves unnaturally.

Myak infiltration

Myaks seek old water gates and flood archives. They infiltrate engineering houses and encourage cities to hoard water during drought, turning river disputes into lasting hatred.

Borders

Vaar-Kashai shares the same peninsula as Shal-Zura. Their border follows the western watershed and river highlands, while the Jade Sea opens trade north towards Tamakari.

Active disputes

Upstream cities want greater control over reservoirs. Nurleth favours treaties, while Velkira argues that sea trade should carry more weight in the League.

History and society

How Vaar-Kashai became itself

These sections develop the political and cultural framework beyond the fixed map labels. Proposed material remains clearly identified and can be altered without changing established geography.

National character

Vaar-Kashai is a river civilisation in which water engineering, forest stewardship and political obligation are one system. Its central tension is simple: every city depends on cooperation, and every city fears surrendering too much authority to Sorakar.

Society and daily life

Raised-field farmers, orchard keepers, boat builders, reservoir engineers, canopy communities, shrine custodians and coastal merchants live within overlapping city jurisdictions. Citizenship often follows a water district rather than a single continuous territory.

Trade and economy

Cacao-like bitter seed, medicinal resin, hardwood, fruit, dyes, salt, river fish and precision water engineering move through its ports. Velkira directs foreign trade, while Sorakar and the inland cities control food storage and navigation.

Old-age inheritance

The First Reservoir Cities

Early cities grew around older waterworks that could be maintained but not rebuilt. Control of gates and spillways became the foundation of law, ritual and social obligation.

League era

The Covenant of Nine Rivers

Repeated flood wars convinced the principal cities to recognise shared water rights and meet at Sorakar. The Rain Crown was limited to a twelve-year term to prevent one river from becoming a permanent monarchy.

Current pressure

The Failing Rains

Irregular floods and damaged reservoirs have revived old accusations. Engineers requesting emergency authority may be sincere, Myak-controlled or both.
